Fostering Bipartisan Dialogue on the Belize Compact

MCA-Belize welcomed the Leader of the Opposition, Hon. Tracy Taegar Panton, and Hon. Godwin Haylock for a briefing on the Belize Compact, reaffirming the organization's commitment to transparency, stakeholder engagement, and collaboration throughout Compact implementation.

The briefing provided an opportunity to share an overview of the Belize Compact and highlight the progress made since the Compact was signed in September 2024. Discussions focused on the scope of the Education and Energy Projects, the Compact’s governance framework, key implementation milestones, and the legislative support required to successfully launch the Compact.

During the session, MCA-Belize outlined the objectives of the Education Project, which seeks to improve learning outcomes and strengthen Belize's workforce by enhancing the quality and relevance of secondary education. Discussions also covered the Energy Project, including the proposed submarine cable investment and transmission infrastructure improvements designed to reduce the wholesale cost of electricity and improve the efficiency and reliability of Belize's electricity system.

The meeting provided an open forum for discussion, allowing participants to ask questions, share perspectives, and seek clarification on key aspects of the Compact. Topics included governance, proposed education reforms, the national benefits of the Energy Project, the role of technical consultancies in supporting implementation, and the importance of maintaining continuity throughout the five-year Compact.

MCA-Belize welcomed the constructive dialogue and the opportunity to address questions regarding the Compact's objectives and expected outcomes. The discussion reflected a shared commitment to ensuring that the investments financed under the Compact deliver sustainable, long-term benefits for all Belizeans.

"Engaging stakeholders from across Belize's political and institutional landscape is essential to the successful implementation of the Belize Compact," said Dr. Marcia Mahler Bouloy, Executive Director of MCA-Belize. "By fostering open dialogue and sharing timely information, we strengthen collaboration, promote transparency, and build a shared understanding of the transformative opportunities the Compact presents for our country."

As implementation progresses, MCA-Belize will continue engaging Government ministries, public sector agencies, educational institutions, utility partners, civil society organizations, development partners, and other key stakeholders to ensure that the Belize Compact is implemented transparently, collaboratively, and in a manner that maximizes benefits for the people of Belize.

The Belize Compact is a five-year, US$125 million grant provided by the Millennium Challenge Corporation (MCC) to support strategic investments in Belize's education and energy sectors. Through these investments, the Compact aims to improve educational outcomes, strengthen workforce development, reduce the wholesale cost of electricity, and promote long-term economic growth.

MCA-Belize remains committed to keeping the public informed as implementation advances and looks forward to continued collaboration with stakeholders across Belize in delivering the transformative investments of the Belize Compact.
