Shanine Campbell
Shanine Campbell serves as the Training Specialist for the Education Project at the Millennium Challenge Account–Belize (MCA-Belize). In this role, she supports workforce development initiatives, quality assurance processes, program implementation, and capacity-building efforts designed to strengthen educational and training outcomes across Belize.
Ms. Campbell is an educator, curriculum specialist, teacher trainer, and educational leader with extensive experience across secondary, tertiary, and national levels within Belize’s education system. Prior to joining MCA-Belize, she served as an Education Officer in the Ministry of Education, Culture, Science and Technology, where she contributed to curriculum development, educational reform, and quality improvement initiatives. Throughout her career, she has held leadership roles that have enabled her to influence teaching and learning, support educator development, and strengthen educational programs and policies.
Her expertise includes curriculum development and reform, teacher professional development, educational leadership, assessment and quality assurance, monitoring and
evaluation, educational technology integration, competency-based education, strategic planning, and stakeholder engagement. She has played an active role in Belize’s curriculum transformation efforts, serving as a focal point for curriculum architecture initiatives, competency-based curriculum development, and secondary school curriculum reform. Her experience in educator training and instructional leadership has helped strengthen teaching and learning practices, support professional development opportunities, and advance educational improvement initiatives across the sector. In addition to her work in educational leadership, she has served as an Adjunct Lecturer at the tertiary level, contributing to the preparation and professional development of current and future educators.
Ms. Campbell holds a Master of Science in Secondary Education from the University of North Florida and a Professional Certificate in Leadership and Management in Technical and Vocational Education and Training (TVET) Institutions from The University of the West Indies. She is currently pursuing doctoral studies focused on technology integration in education. Her commitment to continuous learning is further reflected in certifications in Agile Project Management, Change Management, Digital Transformation and Inclusion, Monitoring and Evaluation, Artificial Intelligence, and Mathematics Education. As a Justice of the Peace, she also demonstrates a strong commitment to public service, ethical leadership, and community engagement. Through her work, she remains dedicated to advancing educational excellence and creating opportunities for learners and educators throughout Belize.
