Selene Solis

Selene Solis serves as the Director of Social Analysis at the Millennium Challenge Account–Belize (MCA-Belize), where she supports the implementation of the Belize Compact across the Education and Energy Projects. In this role, she provides social analysis and strategic guidance to help ensure that Compact investments are informed by Belize's social and institutional context, stakeholder perspectives, and long-term development objectives.

Ms. Solis brings multidisciplinary experience spanning the energy sector, public policy and regulation, strategic communications, cultural heritage, intellectual property, and community engagement. Her expertise includes social and institutional analysis, stakeholder and cultural mapping, qualitative and participatory research, strategic communications, policy development, and community engagement. Her diverse professional background allows her to bring a broad perspective to complex development initiatives and to consider the intersection of policy, communities, institutions, and sustainable development.

Prior to joining MCA-Belize, Ms. Solis held several positions at Belize Electricity Limited (BEL), most recently serving as Coordinator of Strategic Communications. During her time at BEL, she contributed to regulatory and policy initiatives, market research and innovation, stakeholder engagement, customer and public education, and strategic communications. She also supported national and company initiatives related to electric mobility, distributed generation and renewable energy, energy efficiency, customer-centered innovation, and the modernization of Belize's energy sector. Her work involved engagement with regulators, government agencies, private-sector partners, communities, and customers.

Earlier in her career, Ms. Solis worked with Belize's National Institute of Culture and History (NICH), where she coordinated national efforts related to the implementation of UNESCO's 2003 Convention for the Safeguarding of the Intangible Cultural Heritage. Her work included policy and program development, qualitative and participatory research, capacity building, community consultation, and engagement with cultural practitioners and communities across Belize. She also served as a focal point on intellectual property matters and represented Belize in international heritage processes. In addition, she worked with the World Intellectual Property Organization (WIPO), supporting international initiatives in intellectual property education and academic collaboration.

Ms. Solis holds a Master of Arts in Sociocultural Linguistics and has pursued postgraduate studies in intellectual property law through the University of Turin and the WIPO Academy. Beyond her professional responsibilities, she remains actively engaged in cultural heritage and community development. She serves as Treasurer of the National Kriol Council and supports initiatives focused on safeguarding and promoting Belize Kriol culture and living heritage. Her longstanding engagement in this field has also included contributions to national efforts surrounding the inscription of Christmas Bram and Sambai of Gales Point Manatee on UNESCO's Representative List of the Intangible Cultural Heritage of Humanity in 2025.

Through her work at MCA-Belize, Ms. Solis continues to apply her experience in social analysis, community engagement, policy, and cultural heritage to support inclusive and sustainable development. Her work reflects a commitment to ensuring that Belize's development investments are responsive to the people, communities, and institutions they are intended to serve.
