Ryan Cobb

Ryan M. Cobb, P.Eng. serves as the Managing Director for the Energy Project at the Millennium Challenge Account–Belize (MCA-Belize). In this role, he leads the implementation of the Belize Compact's Energy Project, a transformative initiative designed to reduce the wholesale cost of electricity through strategic investments, market reforms, and institutional strengthening. He works closely with the Government of Belize, the Millennium Challenge Corporation (MCC), utility stakeholders, and regional partners to modernize Belize's energy sector and support sustainable economic growth.

Mr. Cobb is a mechanical engineer and energy policy expert with more than 15 years of experience in the energy sector. Prior to joining MCA-Belize, he served as Energy Director at the Ministry of Public Utilities, Energy and Logistics (MPUEL), where he was the Government's chief technical advisor on energy matters and played a leading role in national energy policy development, planning, and sector administration. Over more than a decade of public service, he helped shape Belize's sustainable energy agenda and represented the country in regional and international energy forums, including the Latin American Energy Organization (OLADE), the International Renewable Energy Agency (IRENA), CARICOM, and the Central American Integration System (SICA).

Throughout his career, Mr. Cobb has been at the forefront of efforts to strengthen Belize's energy sector through policy development, regulatory reform, energy efficiency initiatives, and evidence-based planning. His expertise spans energy policy and institutional reform, energy economics, project management, and energy data and statistics. He has contributed to key national initiatives aimed at improving sector performance, expanding energy access, promoting renewable energy, and creating a more reliable and cost-effective electricity system for Belizeans.

Mr. Cobb holds a Master's Degree in Renewable Energy and Energy Efficiency from Universidad Rey Juan Carlos and a Bachelor's Degree in Mechanical Engineering from Instituto Superior Politécnico José Antonio Echeverría. He is a Registered Professional Engineer with the Association of Professional Engineers of Belize (APEB) and has served on its Executive Council. Through his leadership and technical expertise, he continues to play a pivotal role in advancing Belize's energy transformation and long-term development goals.
