Lisbeth Cowo
Lisbeth Cowo currently serves as the Finance Specialist at the Millennium Challenge Account–Belize (MCA-Belize), where she supports the sound financial management, transparency, and accountability of the organization’s operations. In this role, she supports financial transaction and disbursement reviews, account reconciliations, budget controls, financial documentation, cash flow monitoring, and audit activities, while ensuring that financial processes are implemented in accordance with MCA-Belize and Millennium Challenge Corporation (MCC) guidelines.
A finance and accounting professional with over 15 years of progressive experience, Ms. Cowo brings expertise in financial management and reporting, budgeting and forecasting, project finance, cost control, contract and disbursement management, financial controls, audit, and financial systems. Her professional experience spans banking, energy, infrastructure, and internationally funded development projects, providing her with a broad understanding of financial management within complex and highly regulated environments.
Prior to joining MCA-Belize, Ms. Cowo served as a Cost Analyst within the Transmission and Interconnection Projects Department at Belize Electricity Limited (BEL), where she provided financial analysis and support for major energy and infrastructure projects. She also served as a key financial resource for the Energy Resilience for Climate Adaptation Project (ERCAP), funded by the Global Environment Facility through the World Bank, supporting financial reporting, budgeting and forecasting, expenditure analysis, reconciliations, audits, and contractual compliance. Her experience also includes providing financial guidance for the Caribbean Development Bank-financed submarine interconnection project.
Ms. Cowo also brings significant experience in financial systems transformation. During her banking career, she served as a finance expert during the implementation and migration of SAP and a core banking system, contributing to financial data configuration, system testing, process automation, operating guidelines, post-migration reviews, and staff training. She holds a Postgraduate Diploma in Business Administration from Edinburgh Napier University and is currently pursuing a Master’s in Contract Management and Large International Projects through Structuralia Engineering eLearning.
