Felecia Mathurin
Mrs. Felecia Mathurin currently serves as the Human Resources Specialist at the Millennium Challenge Account–Belize (MCA-Belize), where she supports the organization's human resource functions, including workforce planning, recruitment, compensation and benefits, and performance management. In this role, she contributes to the development and implementation of human resource strategies that strengthen organizational performance and support the successful delivery of the Belize Compact.
A highly confidential, results-driven, and people-focused human resource professional, Mrs. Mathurin brings more than 10 years of experience in human resource management, organizational development, and employee relations. Her expertise includes recruitment and onboarding, workforce planning, performance management, employee engagement, HR policy development, compliance, and talent management. She holds a Bachelor of Science Degree in Management Studies (International Management), graduating with First Class Honours from The University of the West Indies Global Campus, and is a Society for Human Resource Management Certified Professional (SHRM-CP). She also holds professional certifications in Human Resource Management and Supervisory Skills.
Prior to joining MCA-Belize, Mrs. Mathurin served as a Job Analyst and Independent Human Resources Consultant, where she supported organizations in strengthening workforce effectiveness through job analysis, organizational design, and strategic human resource planning. She also held the positions of Office Manager and Corporate Secretary, providing operational leadership, corporate governance support, and administrative oversight. Earlier in her career, she served as Senior Human Resource Officer and Human Resource Officer, leading the development and implementation of HR policies, employee engagement initiatives, training and development programs, and organizational effectiveness strategies.
Throughout her career, Mrs. Mathurin has been committed to fostering positive workplace cultures through strategic, people-centered human resource practices. She believes that an organization's greatest asset is its people and remains dedicated to building high-performing, engaged, and collaborative work environments that support both employee success and organizational excellence. Outside of her professional responsibilities, she enjoys cooking, traveling, and spending quality time with her family.
