Dr. Wesley Hickey

Dr. Wesley D. Hickey serves as the Managing Director for the Education Project at the Millennium Challenge Account–Belize (MCA-Belize). In this role, he leads the implementation of the Belize Compact's Education Project, which seeks to strengthen secondary education and technical and vocational education and training (TVET) systems throughout Belize. Working closely with the Government of Belize, the Ministry of Education, Culture, Science and Technology, the Millennium Challenge Corporation (MCC), and other key stakeholders, he supports transformative reforms designed to improve educational quality, student outcomes, and workforce readiness nationwide.

Dr. Hickey brings more than 36 years of experience in K–12 education, higher education leadership, international development, educational policy, and organizational management. While his distinguished career includes leadership roles as Professor, Dean, Director, Superintendent, Principal, teacher, and coach in the United States, he has also maintained a strong and enduring commitment to Belize's education sector for more than fifteen years. During this time, he has worked closely with Belizean educators, institutions, and government partners to strengthen educational leadership, teacher development, school improvement initiatives, and institutional capacity.

A recognized leader in educational improvement and capacity building, Dr. Hickey has helped establish and strengthen partnerships between educational institutions in Belize and the United States, including collaborations involving the University of Belize, The University of Texas at Tyler, the Government of Belize, and the Consortium for Belize Educational Cooperation (COBEC). His contributions have included supporting Belize's teacher induction initiatives, providing professional development and educational leadership training, securing resources to advance educational programs, and promoting innovation and continuous improvement across the sector. He has also authored more than 50 scholarly and professional publications focused on educational leadership and school improvement.

Dr. Hickey holds a Doctor of Education in Educational Leadership from Stephen F. Austin State University, a Master of Education in Educational Administration from The University of Texas at Tyler, and a Bachelor of Science in Biology and Physical Education from the University of North Texas. Through his leadership, scholarship, and longstanding partnership with Belize, he continues to contribute to the development of a stronger, more equitable, and future-ready education system for Belizean students and communities.
